Usefulness[]
When Empire government is active, influence is increased by 5% for every planet that the Human Empire owns.
The only way to transfer planets to them is to complete all Fallen Human Empire Missions. Then Human Empire will have 6 planets, this corresponds to 30% bonus influence.
(very usefull for TP, don't forget to change government to Empire before Time Travel)
Persistence[]
The character remain in your service after time travel, which means you only need to get him once.
