Technetium is a resource unlocked by Halean Technology. It is produced by Technetium Fissors.

Technetium has many valuable uses and is one of the most common bottlenecks in production outside of Circuits.
Their producer is the Technetium Fissor which is available on almost all planet types. Each one produces a small amount of Technetium using Uranium at no energy cost. The amount of Fissors that can be constructed is mostly limited by their high Graphite construction cost. Because of this, stockpiling Graphite is highly recommended. They should also be constructed on every planet available to maximize production.
Planets with a bonus in Technetium production are almost exclusively Gas Giants. Therefore, Technetium Fissor construction should be prioritized there.
